The provisions of the Working Time Regulations as they affect mobile workers should be covered. Learners will be able to apply best practice to downloading Tachograph data to identify infringements such as missing mileage. Learners will ensure drivers comply with such rules, prohibitions and restrictions that are in force where they are working, and they will know the speed limits that apply within the United Kingdom. • Know the requirements for drivers to check their vehicles to ensure compliance with safety requirements Delivery content: The aim of this learning outcome is to ensure learners know about the safety requirements concerning the condition of the vehicles they are responsible for in the undertaking, the equipment and cargo carried and the required preventative measures to be taken should issues arise. Learners will use this knowledge to create instructions for their drivers to check vehicles, equipment and cargo and ensure compliance with the safety requirements for each. It is suggested that learners familiarise themselves with the recommendations for driver walk round checks contained in the DVSA publication ‘Guide to Maintaining Roadworthiness’. The procedures and forms used in roadside checks and the consequences of these to the operators OCRS (Operator Compliance Risk Score) rating will be explained. The conditions and formalities laid down for plying the trade and knowledge of the general obligations incumbent on transport operators, including registration and record keeping will be covered. Learners will understand the different types of business structure and the advantages and disadvantages of each. The procedures involved in setting up and dissolving different types of business will be explained and learners will understand the consequences of bankruptcy. The learner must: • know the structure of different types of business entity. • know the legal, financial and tax implications for each entity. • know the relevant legal obligations for a commercial business. • know the rights and duties of key business personnel. • know the content and function of key legal documents. • know about bankruptcy.
• Know the rules governing motor vehicle tax Delivery content: The aim of this learning outcome is to provide learners with knowledge of the rules governing work motor vehicle tax, including calculating Vehicle Excess Duty (VED). The criteria for determining the actual rates of VED will be taught and methods used to obtain VED, including online, should be covered. The learner must: • know the basis for calculating rates of Vehicle Excess Duty (VED), including the availability of reduced rates for low-pollution vehicles. • know the issuing agency and payment and refund procedures. • know the conditions under which trade licences can be obtained and used including operational restrictions on their use. • know the conditions under which recovery vehicles can be used including operational restrictions on their use.

• Know the applications of electronic data transmission in road transport Delivery content: The aim of this learning outcome is to provide learners with knowledge of the applications of electronic data transmission in road transport. The principles of the technology behind each system will be outlined and the benefits afforded to operators and employees through using them. Systems in use today will be explained. The learner must: • identify the uses of information and communications technology. • develop basic knowledge of electronic communication systems.

The specific numbering system used for limiting vehicle emissions and methods adopted by manufacturers to comply will be covered. The learner must: • consider operational requirements, economy of operation, environmental impact and accessibility regulations when choosing vehicles and vehicle components.
• Know the formalities relating to the type approval, registration and technical inspection of these vehicles Delivery content: The aim of this learning outcome is to provide the learners with knowledge of the type approval, registration and technical inspection of vehicles managed by the undertaking. Learners will be expected to know the procedures and documents involved in acquiring new vehicles, testing them and ensuring they are kept in a roadworthy condition. Learners will cover the vehicle components outlined in learning outcome 1 and understand how these components can be used to reduce noise and combat air pollution.
• Know the different types of cargo-handling, loading devices and procedures for loading and unloading goods safely Delivery content: The aim of this learning outcome is to provide the learners with knowledge of different types of cargo-handling and loading devices such as tailboards, containers and pallets. • Know the procedures required to properly secure goods Delivery content: The aim of this learning outcome is to provide the learners with knowledge of different types of cargo-handling and loading devices such as tailboards, containers and pallets. Using this knowledge learners will introduce procedures and issue instructions for loading and unloading goods. Tutors are encouraged to refer to guidance provided in the Department for Transport Code of Practice “Safety of Loads on Vehicles”. The learner must: • know the principles of safe loading and manual handling requirements.
